The International Association of Genocide Scholars (IAGS), the world’s leading academic body dedicated to the study of genocide, has declared that Israel’s ongoing military campaign in Gaza meets the legal definition of genocide under the United Nations Genocide Convention. The resolution passed with overwhelming support from its members, citing evidence of deliberate civilian targeting, starvation, destruction of essential infrastructure, and the forced displacement of large populations.
Key Findings of the Resolution
According to the IAGS, Israel’s campaign in Gaza has gone beyond the scope of conventional warfare. The resolution highlights:
- Widespread killing of civilians, including children.
- Starvation as a weapon, through restrictions on food, water, and fuel.
- Sexual and reproductive violence.
- Large-scale displacement of families from their homes.
The association stated that these actions demonstrate intent to destroy, in whole or in part, a protected population—an essential component in the legal definition of genocide.
Acknowledgment of Hamas Atrocities
While condemning Israel’s actions, the IAGS also acknowledged the October 7, 2023, Hamas attack that killed hundreds of Israeli civilians as a grave international crime. However, scholars stressed that Israel’s response, in its scale and methods, has crossed the threshold into genocide.

The Israeli government swiftly rejected the declaration, calling it biased, politically motivated, and legally unfounded. Officials argued that Hamas is responsible for civilian suffering by operating from within populated areas and accused the scholars of ignoring Israel’s right to self-defense.

The IAGS resolution adds to mounting international pressure on Israel. The International Criminal Court has already issued arrest warrants for senior officials, while the International Court of Justice continues hearings in a genocide case brought by South Africa.
